To the Honorable Members of the Nebraska Legislature:
Our democracy is at a critical juncture, facing ever-evolving and sophisticated threats that pose a serious risk to the integrity of our electoral process. As a retired Major General with over three decades of service to this nation, including extensive experience in intelligence and operations, I urge this legislative body to act swiftly and decisively to enhance election security in Nebraska. The consequences of inaction or complacency are too grave to ignore.
Recent revelations and whistleblower testimony have highlighted the alarming potential for digital interference in our elections. Programs like Hammer & Scorecard, developed under the auspices of the CIA, have reportedly been used to manipulate vote counts in real-time, posing an existential threat to the integrity of our democratic process. While some dismissed these programs as mere conspiracy theories, they have been discussed and confirmed by experts like NSA whistleblower Kirk Wiebe, who have dedicated their careers to national security and protecting our nation from foreign and domestic threats.
The American people deserve full confidence in the electoral process, yet recent developments have shaken this confidence to its core. Reports of vote tampering through advanced cyber tools and foreign-made devices used in polling places underscore the urgent need for robust security measures. These tools, capable of altering election outcomes with the mere flick of a switch, could be wielded by those who wish to subvert our democracy for their own gain.
As legislators, you must ensure that every vote cast in Nebraska is counted accurately and securely. This includes implementing comprehensive audits of voting systems, adopting stringent cybersecurity protocols, and thoroughly vetting electronic devices used in the electoral process for security vulnerabilities. The potential for foreign adversaries or even domestic actors with ill intent to exploit these vulnerabilities cannot be overstated. We must also recognize that the threat to our elections is not limited to cyber interference. There is a coordinated effort by elements within the Deep State and the intelligence community, as outlined by whistleblowers like Wiebe and former NSA officials, to undermine the democratic process. These efforts represent not just an attack on our elections but on the very fabric of our Republic. The Hammer and Scorecard programs, used in previous elections, are part of a broader strategy of digital warfare that seeks to destabilize and control the outcomes of our electoral process.
The time for action is now. Nebraska must lead the way in securing our elections, not just for the present but for our state and nation's future. The integrity of our democracy demands nothing less.
